I found it on the beach. It is the size of a thumbnail. The white portion becomes illuminated when held up to the sun indicating that the stone allows light to enter it. That is a fascinating attribute. How does a stone allow sun to enter it? The yellow portions, pyrite or gold, add a delightful design. I thought if I polished it it would make a nice pendant. I do not think it is rust. It is more yellow than rust.

Looks like quartz with a little rust. My first thought was that it was quartz. The yellow is not like rust I have seen in other stones. It may be rust and still be pretty. It is more gold in color and I thought of pyrite or gold. I thought it would look nice in a pendant if it were polished. I've got a really busy Nutria in the pond. It spends it's time going from one side to the other carrying vegetation to one location. I suspect there are a family of Nutrias.
